The Southeastern Economic Development Commission (SEDC), was established in 1968 and designated as an Economic Development District (EDD) by the U. S. Department of Commerce Economic Development Administration (EDA), as authorized under Title IV of the Public Works and Economic Development Act of 1965, to foster and promote economic growth in the southeastern North Carolina.

The EDA provides yearly funding and, as such, defines SEDC's scope of work.  As required by EDA, SEDC completes a Comprehensive Economic Development Strategy (CEDS) for the District.  The CEDS reports maintains the District's eligibility for EDA funding, a major source of infrastructure grants.  Since 1968, over $87.3 million dollars in EDA financial assistance for public infrastructure and planning projects has been awarded within the twelve county district.

SEDC strives to create new jobs, retain existing jobs, and stimulate economic and industrial growth in southeastern North Carolina. Because of the financial need for projects such as public facilities and infrastructure, SEDC assist its member county governments with project development necessary for the solication of grant funding from the Economic Development Adminstration (EDA). By providing economic education and assistance, assembling EDA investment applications, and assisting in overall district project work, SEDC continuously endeavors to enhance the quality of life for all residents of its member counties.
